TRAINING ACTIONS
Who can participate?
These training courses are aimed at self-employed workers and employees.
¿What is FUNDAE?
FUNDAE (State Foundation for Training in Employment) is a public sector entity that manages and coordinates funds allocated to vocational training in Spain.
These financial resources, owned by SEPE (State Public Employment Service), are derived from the vocational training contribution collected by the Social Security system and from SEPE's own contributions.
All of FUNDAE's activities are carried out under the direct supervision of the Ministry of Labour and Social Economy (MTES). This structure ensures that the management of funds is transparent, efficient, and aligned with the system's primary goal: promoting the skills, productivity, and competitiveness of both companies and workers by facilitating access to high-quality lifelong learning.
Priority Groups
In this training call, the following priority groups have been taken into account.
If you belong to one of these groups, this training is for you:
- Women.
- Workers affected by a temporary lay-off scheme (ERTE).
- Workers affected by the activation of the RED Mechanism.
- Young people under 30.
- People over 45.
- People with disabilities.
- Low-skilled workers (Contribution Groups 6, 7, 9, or 10).
- Part-time employees.
- Fixed-term / Temporary employees.
- Long-term unemployed individuals.
- Employees of Small and Medium-sized Enterprises (SMEs).
- All priority target groups set forth in Article 50 of Law 3/2023, of February 28, on Employment

The training of employed workers is a decisive factor in guaranteeing their right to training, as a means to foster lifelong learning, enhance their professional skills and their employment and training pathways, as well as their personal and professional development, thereby improving their prospects for stable, quality employment.
Likewise, this training is key to the progress of productive sectors and to enhancing business competitiveness and productivity, as company growth is directly linked to increasing the qualifications of the working-age population.
For this reason, Public Administrations—through social dialogue with social partners—promote and strengthen training in both technical-professional and cross-cutting skills across all sectors, ensuring that the national productive framework serves as a benchmark for quality and competitiveness in a global market.
To this end, it is established that the State Public Employment Service (SEPE) is responsible, among other functions, for the management of employment and workplace training programs allocated within its budget. SEPE holds competence over training for employment, specifically the subsidy-funded training calls for employed workers when these training actions are linked to the catalog of training actions of the State Public Employment Service. The State Foundation for Training in Employment (FUNDAE) is responsible for the comprehensive management and supervision of the aforementioned training plan (www.fundae.es).
